Project Status

All six (6) Phase 1 projects were completed in the fall of 2008.  Phase 1 was open to traffic on October 30, 2008.  See the Project News section of this website.

The final design of Phase 2 was completed in the first quarter of 2008 and all of the Phase 2 projects (except for 51M – PTC Maintenance Facility) were advertised for construction beginning in December 2007 through May of 2008. 51M - Maintenance Facility was let July 2010 with an estimated completion of summer 2011. All Phase 2 sections were under construction by the summer of 2008 with construction completion anticipated for spring 2012. Phase 2 is anticipated to be open to traffic in the summer of 2012.

Right-of-Way acquisition began in early 2004 on the approximately 300 partial and total acquisitions that are required for this project. As of spring 2008, all right-of-way has been acquired for the project.

Phase 1 Construction

Phase 1 Roadway construction contracts include:

  • Section 51C at $38,005,459, awarded on January 24, 2006 to Mashuda Corporation of Cranberry Township, Butler County. Section 51C includes 2.4 miles of mainline, an interchange near Searights in Menallen Township. Section 51C also includes reconstruction of Searights Road (SR 4010) from the Expressway interchange to Route 40. New traffic signals and turning lanes on Route 40 at the intersection with Searights Rd. (SR 4010) will improve the safety and operations of this intersection.

Section 51C including Relocated Searights Road (S.R. 4010) was completed in the fall of 2008 and is open to traffic as part of the completed Phase 1.

  • Section 51D at $29,380,091, awarded on February 22, 2006 to Mashuda Corporation. Section 51D includes 2.64 miles of mainline straddling the Menallen/Redstone Township line but is predominantly in Redstone Township. Section 51D surrounds the Mainline Toll Facility which is being constructed as Section 51N.

Section 51D was completed in November 2007 to allow complete access for the construction of the Mainline Toll Facility, Section 51N. Section 51D is open to traffic as part of the completed Phase 1.

  • Section 51B at $46,748,080, awarded on March 7, 2006 to Swank Associated Companies of New Kensington. Section 51B includes 1.7 miles of mainline in southeastern Menallen Township. Section 51B also includes wetland and stream mitigation work along Jennings Run.

Section 51B was completed in the fall of 2008 and is open to traffic as part of the completed Phase 1.

  • Section 51A2 at $35,774,583, awarded on April 18, 2006 to Walsh Construction Company of Chicago, Ill. Section 51A2, predominantly in North Union Township, includes 1.1 miles of mainline as well as the interchange with Old Pittsburgh Road and a new connector, Northgate Highway / SR 4039 from US Route 40 at Duck Hollow Road to Route 51 north of Uniontown. PENNDOT has agreed to own and maintain the new 1-1/2-mile 4-5 lane Northgate Highway. 

Section 51A2 was completed in the fall of 2008 and is open to traffic as part of the completed Phase 1. This section completed the northern quadrants of the Expressway interchange with Old Pittsburgh Road. At this partial interchange traffic can enter the expressway toward Brownsville and exit the Expressway to Old Pittsburgh Rd. and the new Northgate Highway.  The southern quadrants of this interchange will be completed by the Phase 2 construction.

  • Section 51E1 at $33,503,565, awarded on June 6, 2006 to New Enterprise Stone & Lime Company of New Enterprise, PA in Bedford County. Section 51E1 includes 1.2 miles of mainline in Redstone Township and the Expressway’s Route 40 interchange with Redstone Way which connects to Route 40 and the Route 40 Brownsville “stub”. Section 51E1 also includes new 4 way signalized intersection of Redstone Way at Grindstone Road and a new signalized T-intersection of Redstone Way at Route 40 east of the Drive-In.

Section 51E1 was completed in the fall of 2008 and is open to traffic as part of the completed Phase 1. This section completed the southern quadrants of the Expressway interchange with Redstone Way/Route 40. At this partial interchange traffic can enter the expressway toward Uniontown and exit the Expressway to the new Redstone Way/Route 40.  The northern quadrants of this interchange will be completed by the Phase 2 construction.

  • Section 51N (Mainline Toll Facility) was bid at $8,875,603 under four separate contracts: General - $8,082,103, Plumbing - $104,500, Electrical - $625,000, and HVAC - $64,000. Section 51N includes the Mainline Toll Plaza, constructed within Section 51D, in the Redstone Township portion of the project.

Section 51N is the Mainline Toll Facility located in Redstone Township within the limits of Section 51D. This project was completed in the fall of 2008 and is open to traffic as part of the completed Phase 1.

Phase 2 Construction

Phase 2 Roadway construction contracts include:

  • Section 51A1 at $71,900,000 awarded to Walsh Construction of Canonsburg, Pa in North Union Township. Section 51A1 includes 1.1 miles of Mainline, an interchange with Pa. Route 51, and new connections both northbound and southbound with Traffic Route 119. (This section actually completes the construction at the Uniontown end of the project).

Section 51A1 began construction in June of 2008 and opened to traffic on December 13, 2010.

  • Section 51E2 at $31,265,843 awarded to Golden Triangle Corporation in Redstone Township. Section 51E2 includes 1 mile of Mainline, one-half mile of Reconstruction of Route 40 to Redstone Way, and completion of the Diamond Interchange with Redstone Way which was initiated in Phase 1. Existing Route 40 in Redstone Township will be detoured onto Redstone Way to existing Route 40. PENNDOT has agreed to own and maintain the new 2-mile 3-lane Redstone Way in Redstone Township and Redstone Township has agreed to take ownership and maintenance of existing Route 40, from the Brownsville Township line to the Redstone Way intersection with Route 40, a distance of approximately 1-3/4 miles. This new Township road will be designated T-555.

Golden Triangle Corporation was awarded the 51E2 construction contract and was given a Notice-to-Proceed on March 31, 2008. Section 51E2 was completed in the fall of 2010 with a scheduled opening to traffic summer 2012.

  • Section 51F at $66,611,915 awarded to New Enterprise Stone & Lime Company of New Enterprise, Pa. Section 51F in Redstone Township includes 1.6 miles of Mainline, the realignment of 0.8 miles of State Route 166 (the existing Rte. 166 will remain open during construction), and the construction of a new 0.7 mile section of Simpson Road which will connect with Rte. 166 on the south side of the Mainline. Simpson Road on north side of the Mainline will be dead-ended in a cul-de-sac.

New Enterprise Stone and Lime Company was given a Notice-to-Proceed on May 6, 2008. Section 51F was completed in the spring of 2012 with a scheduled opening to traffic summer 2012.

  • Section 51G at $60,650,533 awarded to Mashuda Corporation of Cranberry, Pa. Section 51G in Luzerne Township includes 1.6 miles of Mainline, a Diamond Interchange via a new 1.1 mile long connector road between Bull Run Road and Telegraph Road (to be named Everview Drive), and the reconstruction of 0.5 miles of Bull Run Road. This section also includes reconstruction of several short stretches of Telegraph Road, Alicia Heights Road, and Shepler Road. Luzerne Township has agreed to take ownership of the reconstructed portions of Telegraph Rd. and the Bull Run Road Connector/Everview Drive.

Mashuda Corporation was given a Notice-to-Proceed on July 15, 2008. Section 51G was completed in the spring of 2012 with scheduled opening to traffic summer 2012.

  • Section 51J at $84,200,985 awarded to Trumbull Corporation of Pittsburgh, Pa. Section 51J in Centerville Boro and West Brownsville Boro includes 2.5 miles of Mainline, a modified diamond interchange with Rte. 88 and the reconstruction approximately 1 mile of old Route 88.

Trumbull Corporation was given a Notice-to-Proceed on August 5, 2008. Section 51J was completed in the spring of 2012 with scheduled opening to traffic summer 2012.

  • Section 51H at $95,169,000 awarded to Walsh Construction Company of Canonsburg, Pa. Section 51H in Luzerne Township, Fayette County and Centerville Boro, Washington County includes a mainline bridge over the Monongahela River 3200 feet in length.

Walsh Construction was given a Notice-to-Proceed on September 29, 2008. Completion is scheduled for summer 2012.
